A red heart balloon rises up into the dome of the Wisconsin Capitol on 10/11/12. Irving Smith was later issued two citations, 2.14(v) for “Obstruct access, passage, no permit” and 2.07(2) “Displays and decorations”, both stemming from the release of the balloon.
