A symposium on the subject of biogas, a subject pertinent to the jurisdiction of the Assembly Committee on Rural Economic Development and Rural Affairs will be held on Wednesday, February 15, at 8:30 a.m. in Room 412 East of the Capitol. It is possible that a quorum of the committee will be present. Attendance will not be kept and no votes of the Committee will be taken.
Biogas Informational Symposium
This symposium will describe biogas, a renewable fuel similar to natural gas, and the biogas systems that convert manure, food processing byproducts and other wastes into a wide range of valuable fuels and products. Wisconsin is already leading the country in farm-based biogas systems using dairy manure, but has only scratched the surface of the potential use of biogas systems to manage wastes for existing industries, produce valuable and cost-effective renewable energy and put Wisconsin’s manufacturing expertise to work in an expanding sector. DATCP Secretary Ben Brancel will start the program and describe the potential benefits of biogas systems for Wisconsin’s agriculture industry. DATCP and SEO biogas specialists will then provide an overview of Wisconsin’s successful application of biogas systems across the state and the emerging opportunities for biogas systems. Representatives from some of Wisconsin’s leading biogas businesses will then share their experiences saving money, producing energy, and building employment in diverse industries across the state. Speakers will be available for a question and answer session at the end of the program.

The Department of Administration submitted a plan to the Committee on January 10, 2012, related to community partnerships pursuant to Section 9101(3i), 2011 Wisconsin Act 32. The plan includes the required plans for the Department of Public Instruction and Department of Children and Families to improve educational outcomes and promote and teach self-sufficiency by funding community-based nongovernmental organizations to establish partnerships with school districts and agencies that license foster homes.
The Department of Administration requested approval of spending plans from the Department of Administration; Agriculture, Trade and Comsumer Protection; Commerce; Corrections; Health Services; Justice; Military Affairs; and Revenue; and the State Fair Parks Board to address unsupported overdrafts for fiscal year 2009-10. Due to an objections from a Committee member, this request is now before the Committee under s. 13.10.
